Richardson says energy plan would focus on rural America

Democratic presidential candidate Bill Richardson is laying a plan for a dramatic shift in the way the US uses energy.

The New Mexico governor is proposing to all but end the country’s reliance on oil and reduce greenhouse gas emissions by 80% by 2040.

In a speech in Washington today, Richardson called for a “new American revolution – an energy and climate revolution.”

His plan encourages electric and plug-in cars, promotes public transportation and calls for increasing fuel economy standards.

Richardson, who then held a conference call with Iowa reporters, says his plan will focus heavily on ethanol and other renewable fuels plus efforts to expand mass transit, especially in rural America.
